Yes, and I agree that Debian have done a better job there. However,
no amount of policy will prevent problems when people are installing
random packages they found on the net and using --nodeps to force the
install. This was very common at the time RPM acquired its reputation
for dependency hell. Sticking to the vendor supplied packages virtually
eliminated the problems.
