   Does the PSU fan rotate? If not, disconnect ALL connectors.
   Apply mains volts, fan should not rotate, but both the standby +5v and
the power-enable wires should be powered (around +5v?).
   Disconnect from mains.
   Examine the multi-way connector that would go to the motherboard to find
the (usually green) power-enable wire, short this wire to an adjacent black
(0v) wire, I use a piece cut from a paperclip.
   Apply mains volts, fan should rotate. If not, the fan and/or the PSU is
dead.
