I have found, unsurprisingly,  that not all PSU's are equal. I built an 
i7 machine a while back and put in a 700W PSU. It would not run. Long 
story - short, the 700W supply didn't have enough 12V capacity and was 
shutting down. The machine actually booted with a 350W supply I happened 
to have lying around. Another 700W PSU, with better 12V spec worked just 
fine.

You might find your 'suspect' PSU is actually OK in another machine.

I also, recently, came across a batch of Motherboards that when mounted 
with the normal metal standoffs self destructed. It was a PCB 
fabrication anomaly. If run out of the case or mounted on nylon 
standoffs they worked fine.
