[HLUG] converting wget script for windows

hello all,

sorry, this is kind of a windows question, but it is relevant to linux.

i my last post i mentioned the synaptic thing where it can generate a
script of wget commands for downloading the required packages. this is
great if you know people running linux, but pretty useless if you only
know windows users (which may be the case when i move to rural
ireland). i know there is a version of wget that can be installed on
windows, but ideally i'd like a way of doing it where i don't have to
convince a windows user to install strange software on their computer.

is there some kind of script that can be run on windows to download
stuff? if so, does anyone have any idea of how to make a bash script
that could convert the wget script into the windows kind of script?

any suggestions?
