I'm not quite sure if its what you want, but have you looked at Cygwin?
http://www.cygwin.com/
Its a means to run Linux on windows, ie just cmd line, or even full KDE
if you wish. Fairly easy to setup, especially if you juts want command
line stuff.
May be just what you want ...
