Users (or perhaps more accurately rcpt to checks) can be done using the
Callout feature.  I am using this now, it caches the lookups.  If the
primary is down then it could send out bounce messages from spam, but if it
is up most of the time then it will get rid of most of them.  It doesn't
require any maintenance.  Spam - depends on how Spamassassin rejects the
mail.  If at the SMTP level then there is a possible argument for including
it at the secondary MX.  I would also think some type of scanning for viri
would be a good idea at both places as well, as quite a few spam messages
have viri in.
