Hmm, my guess is an interaction problem between using the multipart MIME
PGP signing method Meijin is using, the mailman software appending an
additional MIME section with the signature and Hotmail not displaying
both properly.

In short, there's various things broken and hotmail doesn't handle it
nicely.
