(1) digest mode is a pain because it trashes subject headers
(2) I want a solution which will work on windows and linuxes.
on NTFS and FAT32 and EXT3,
external drives and networking,
which will truncate and regularise all the filenames on each volume...

Might be better to instead use NTFS on win7, Ubuntu can write to it and it 
makes for a more reliable file system for windows too. It can handle long 
filenames better but there are some issues with characters esp international 
ones and others like for example where on Linux CAPITALS matter on WinDowS 
they don't.


The other alternative is to use SAMBA (windows style sharing) to get 
inbetween and share the disk to windows/Linux, not sure how you are using 
stuff, ie whether this is just on a dual boot laptop or a USB drive or 
external SATA etc that you switch between machines etc. To get the best and 
simplest solution might need more information
