Personally I like SeaMonkey's web tool.  I like the fact that I can switch 
between code and page-view via tabs, so it's easy to spot if I've made a 
silly mistake - not that I'm an expert web creator, I do very little.  
SeaMonkey also has a link to W3C validate your pages.
