Indeed, Windows does call home and XP and Vista both use Windows Genuine 
Advantage to check if your installation is legal. Unfortunately 
reactivating after changing hardware does still exist as I've had 
friends tell me with their recent Vista upgrades. Simply changing a 
graphics card is enough for Windows to force you to re-activate.

But yes, Windows only touches its own partition and isn't concerned 
about anything else. It doesn't even care about other software you 
install when it comes to validation - just hardware.
