Would it not be a good idea to contact local councillors too, as you'd
probably get a better response, and get better information on take up
etc. 

Have you considered making a Freedom of Information request to each
council in the area regarding the uptake of Open Source software, or the
amount of money spent on Microsoft products per seat?
