Some do, some don't.  There are many rumours about the kinds of clauses that
MS enforce against the mainstream OEMs.  Look at the fiasco with Dell
shipping/not-shipping Ubuntu.  Whether or not true these are true I couldn't
say.  Shame the MS-tax refund-loophole has now been closed (AIUI anyway).

I know System76 now ship to the UK, but support in the event of a failure
could be an issue.
There is also Novatech, not sure on their quality.  They are at least UK
based.
Basically, you have to body-swerve the main OEMs.
