This bug report https://bugs.kde.org/show_bug.cgi?id=179267 has this
picture http://bugsfiles.kde.org/attachment.cgi?id=61320 which shows the
problem.

Using that picture as a guide, imagine you hover the pointer over
"programming" (or click it - it does not matter).
The sub-menu springs out - so far, so good.
You want to select "Hacking 101"
If you follow the red path (i.e. the natural one) then you will end up a
"recipes" sub-menu due to this bug.
Instead you have to very carefully and precisely follow the blue path.
You can even get KDE into the position where it will highlight the
sub-menu item, and then remove both menus because you committed the
henous crime of moving the pointer outside of the menu area. How very
dare you!

Gnome et al do not behave like this and it seems neither did KDE until
this bug arrived.
I have not noticed clicking on a menu title having any effect in KDE.

It is an infuriating little bug and KDE is not the only one to suffer
from this, Cinnamon does as well - for the main menu at least (not sure
if there is a bug logged against that).
