I asked my friend who used to work there for some insight on why they
offer this free service. His response:

"There is a huge perceived future advantage to being the largest IPv6
network in the world, and running the tunnel service has certainly given
them a lot of headroom in this area.  It has caused a number of very
large networks to interconnect IPv6 with Hurricane that may not have
done otherwise (the more interconnected an ISP, the better the quality
the connectivity is a rough rule of thumb)."

So there you go.
