And I was right!

Thank-you for all the recommendations; lots of ammunition to use. I'm
particularly encouraged that I can get him a complete broadband +
telephone package for about the same as his existing phone line ---
*plus* it doesn't look hard to get local calls thrown in too. As he's
retired and works a lot with voluntary organisations, most of what he
spends is on daytime local calls.
