I have also see a status code on this message that helps track this down.  Typically this is a hardware fault (but could be a driver problem, esp if the nic has been mis-identified). Try changing:

the network cable(s).  especially if they have been kinked, or trampled.  sometimes the connections can be a bit loose.

the nic.  I see them damaged by inadvertent (i.e. stupid) connection to phone lines

move the nic to another slot.

the motherboard. perhaps the pci buffers have been damaged.
