I must admit, I had always been under the impression that low-speed
media can't be written at high speed, but high-speed media can be
written at ANY speed up to the advertised rate, which is actually a
_maximum_.

However I did a quick google on "trying to use high medium on low
speed writer" and it seems that your conclusion is correct, ie
you'll need to buy 'slower' CDRWs.  Still, I think they are 
pretty cheap these days.
