My built in modem does not work at all on Linux and I used to have 
similar problems to yours with a card modem.  I tried WVDIAL and KPPP 
with similar results on both UKLinux and OneTel.

I cured it instantly by buying an old serial modem.  It connects first 
time every time and stays connected using the default SUSE configuration.
