[Sussex] Spam filter in Evolution

Like many I am getting many spam.
It seems to me that there is only one way to stop it.
The ISPs have got to wake up and use the dynamic blocking lists which 
are freely available from www.spamcop.net and from others.
The use of a dynamic list means that spam should and can be kept out of 
one's email inbox and simply put in a spam box for automatic deletion 
after a week or so.
Now why do the ISPs not do this automatically, after all it is only a 
case of blocking the top 50 spam sites worldwide. gmail does it even 
hotmail does it so why not tiscali, freeserve etc.
