Wow

Anyway, the problem this time is that he's getting Error 720 or Error 691

Indeed

Needless to say - he doesn't want to get broadband! - and I've not played

Try deleting all the dial up connections (after making note of numbers etc)
then removing the modem from device manager, reboot & ensure the modem is
re-installed ok then recreate the dial up connection.

If that doesn't work install knoppix or something quick, setup the dialup
and see how he gets on. If he is not happy after a week or so, go an stick
xp back on. In the mean time you can take his xp cd and create a new copy of
it with sp2 included using autopatcher (download links
http://www.neowin.net/forum/index.php?showtopic=334257) which can also add
loads of updates as well as extras to the install cd.
