Rubbish. Alt text is there as an alternative to the image, so it's the
text that should appear in a text-only rendition of that document.
<img src="foo.png" alt=""> is perfectly reasonable; if the image doesn't
add anything required to the text, just give it blank alt text. No image
should have an alt text of "*", since "*" isn't a good piece of text. If
you're using images as bullets, then stop doing it and use CSS, specifically
list-style-image.
