For example this image from slashdot http://images.slashdot.org/slc.gif
does bugger all than curve the edge of the title.  They could do this
with :before and a background-image in CSS and not bother a none screen
device with it at all but they don't they use an image and tables and so
do hundreds of other sites.  How should this image be described with an
alt tag when all it would do is slow down screen readers.  There needs
to be an established standard for saying skip me if you want I am a
bogus image.
