Sorry just read over your question again and I am thinking you may have 
to ask another streaming company as:
1) depends on who owns the contents
2)technically you maybe classed as a hiring company

I would contact either BBC or Channel4 for some outline on streaming 
copyright material to the public or a single paying customer.

I may get back to you if the info I have is not obsolete.
