They've been administratively useless for about the past 5 years, if not
longer. There have also always been stories about their network (eg.
suppliers refusing to guarantee equipment operation as the network it
would be connected to is in such a mess).

For cheap, no-clue and just abuse to buggery requirements, the choice at
the moment seems to be Centralpoint.

For clue, the choice seems to be Zen.
