Look at your settings for the mail server(s), if you open up a shell
window and telnet to the appropriate servers, do you get a response?
e.g.
telnet pop3.tiscali.co.uk 110
for the pop3 service and
telnet smtp.tiscali.co.uk 25
for the smtp service.
If you don't get a response then it might be a problem with the DNS
resolution on the PC. To isolate that as the problem telnet directly
to the IP addresses of the appropriate services. If that still doesn't
work, I'd start looking at the cables (if it's not wireless).
