Along time ago I was responsible for the Labour Party's Excalibur EFS
installation and we used a drum scanner. They cost about £7k a go and are
prone to breakdowns and driver software was (then) in short supply but they
are very fast. The OCRing was the slow part of that, rather than the
scanning.
